Todd S. Clemons
Founder
Todd S. Clemons is a native and current resident of Lake Charles, La. He has been happily married for over 30 years and is the proud father of two adult sons and as well as being an awesome grandfather. He is the founder of Todd Clemons and Associates in Lake Charles. His primary areas of practice are criminal defense, post-conviction relief and general civil litigation. He has been practicing law for over 30 years and he is passionate about zealously defending citizens that have been accused of criminal activity. Mr. Clemons has extensive trial experience in both state and federal court. He has litigated over 100 jury trials to verdict with a 95% success rate.
Todd leads the practice group, with an advanced background in criminal defense. His legal experience is derived from his time as a public servant, working as an Assistant District Attorney in Calcasieu Parish and also as a United States Attorney for the Department of Justice. His service to the community was also exemplified in his role as a Pro Temp/Ad Hoc Judge for the 14th Judicial District Court. Todd is a dedicated citizen leader to the parish of Calcasieu.
Todd is a proud graduate of the University of Louisiana @ Lafayette and Southern University Law Center where he graduated Magna Cum Laude. He is a former Assistant District Attorney for Calcasieu Parish. Additionally, Mr. Clemons served our country for 12 years as a federal prosecutor in the Western District of Louisiana, employed by the U.S. Department of Justice. He also proudly served as a Judge Pro Tem in 14th Judicial District Court.
Todd has always been very active in his community. He served on the board of directors of Big Brothers/Big Sisters of Southwest Louisiana for many years including a term as President. He is a Life Member of Omega Psi Phi Fraternity, Inc. He served as Ninth District Representative (Louisiana, Texas, Arkansas and Oklahoma) supervising over 2,400 members and 100 chapters. Mr. Clemons is a member of Christian Baptist Church where he serves as Moderator and a member of the board of directors.
Mr. Clemons currently serves on the La. Supreme Court Committee on Bar Admissions as a Bar Examiner. Twice a year he writes the Criminal Law, Procedure and Evidence portion of the exam. Additionally, he approves all final grades for that portion of the bar exam. Todd is also a member of the Judicial Council of the La. Supreme Court. He is also an active member of the Sowela Foundation which supports and raises funds for Sowela Community College in Lake Charles.

Micah Clemons
Associate Attorney
Micah Clemons is a native and current resident of Lake Charles, La. He graduated from Louisiana State University with a Bachelor of Science Degree in Business Management in 2018. He earned his Juris Doctor from Southern University Law Center in 2021 where he graduated Cum Laude. While attending Southern University Law Center, Micah served as a member of the Moot Court Board, the Board of Student Advisors as a teaching assistant for both criminal and family law, and the National Black Law Students Association
While in law school, Micah interned at the United States District Court Middle District of Louisiana for the Honorable Judge Brian A. Jackson and was a long-time intern for attorney Adam Johnson at the Johnson Firm in Lake Charles. Prior to working at Todd Clemons and Associates, Micah clerked for the Honorable Judge Derrick D. Kee at the 14th Judicial District Court in Lake Charles. During his time at the 14th JDC, Micah’s tasks included extensive research, writing rulings, and advising the judge on civil cases worth millions of dollars and criminal cases, which included both felonies and misdemeanors. Practicing law is Micah’s ultimate passion because he gets to serve the citizens of Louisiana and support them during some of their most difficult times.

Associate Attorney
Samuel Fowlkes
Samuel Fowlkes was born in Northridge, California but maintains his status as a native of Lake Charles, LA. Growing up almost the entirety of his young life in Lake Charles, Samuel attended Barbe High School and McNeese State University. After his freshman year at McNeese, Samuel transferred and later received his bachelor’s degree in accounting from LSU. More recently, Samuel graduated from Southern University Law Center and passed the July 2024 Louisiana Bar Exam. He was officially sworn in to practice law in Louisiana on October 21, 2024.
As a student, Samuel had the opportunity to participate in a summer internship with our firm where he got his first experience of the legal career. Samuel has always been driven by helping others. He hopes to use his new position to affect positive change in the community that helped shape him into the person he is today. Being close to his loved ones and friends, and the potential to help them, was a key factor that was considered in his decision to work for our firm and in Lake Charles. He hopes to become a positive role model for kids in underserved communities and the like, to show that the opportunities afforded to him on his journey are within reach with the right amount of discipline, work ethic, and perserverance.
